The Local Government Unit of Polanco fairly scored a final grade of 72.26 which is equivalent to an Acceptable Rating during the Report Card survey conducted by the Civil Service Commission (CSC) in connection with the agency's implementation of Republic Act 9485 otherwise known as the Anti-Red Tape Act of 2007 or ARTA.
In the Report of Findings furnished by the Civil Service Commission RO-IX, survey result revealed that the overall satisfaction of the respondents showed that 10 out of 30 clients or 33.33% availing the different frontline services of the agency were very satisfied, 19 out of 30 or 63.33% were satisfied and 1 out 30 or 3.33% was undecided. According to the findings, the satisfaction rating of 63.33% is supported by the good performance of the Municipal government of Polanco in the different areas with respect to compliance with the Anti Red-Tape Act such as timeliness, outcome, knowledge/competence, courtesy and extra mile and fairness and ethical treatment.
The Report of findings was based on the result of an interview of thirty (30) clients/respondents who at that time availed the frontline service/s of the agency. The said respondents were chosen at random using the survey questionnaire specifically designed for the survey at different times of the day for three (3) days. Another tool that was used in the survey was the inspection checklist which was accomplished by the assigned enumerator after the latter's physical inspection of the agency's premises. The interview has a weighted score of 80% while the checklist accounts for the 20% of the rating.
The ARTA Report Card shows that the agency scored 72.26 which is equivalent to an Acceptable rating.The agency passed mostly in all areas and received the highest which is 14.42 points out of 16.0 as the maximum in the Frontline Service Provider area.
The Local Government Unit of Polanco is among the agencies subject of the Anti-Red Tape Report Card survey Phase II implementation.It was learned further that among the government agencies in the Province of Zamboanga del Norte subjected to the said survey, only two (2) agencies including Polanco LGU got the passing scores.
