The Municipality of Polanco joined the whole nation in the commemoration of the 115th death anniversary of National Hero Dr. Jose P. Rizal on December 30, 2011. 

Municipal Mayor Anacleto H. Olvis, Jr. lead the floral offering together with other municipal officials, employees of local and national offices, heads and teaching staff of the different schools and the general public.

In a short commemorative program, Municipal Assessor Rhodora F. Repaja gave the Opening Remarks while Sangguniang Bayan  Member Hon. Paul Ariel A. Dalmacio delivered his message. 

Hon. Dalamacio exhorted the life and works of Dr. Jose P. Rizal and its relevance to the present generation where everyone faces the challenges of times especially the calamities that happened in some parts of the country.

Adding more historical ambiance of the celebration was the musical rendition of "Ako'y Isang Pinoy" by the selected LGU Polanco employees.

This year's 115th Rizal Day celebration is anchored on the theme: "Rizal: Haligi ng Bayan".

Polanco LGU scores acceptable rating in the ARTA Report Card Survey

The Local Government Unit of Polanco fairly scored a final grade of 72.26 which is equivalent to an Acceptable Rating during the Report Card survey conducted by the Civil Service Commission (CSC) in connection with the agency's implementation of Republic Act 9485 otherwise known as the Anti-Red Tape Act of 2007 or ARTA.

In the Report of Findings furnished by the Civil Service Commission RO-IX, survey result revealed that the overall satisfaction of the respondents showed that 10 out of 30 clients or 33.33% availing the different frontline services of the agency were very satisfied, 19 out of 30 or 63.33% were satisfied and 1 out 30 or 3.33% was undecided. According to the findings, the satisfaction rating of 63.33% is supported by the good performance of the Municipal government of Polanco in the different areas with respect to compliance with the Anti Red-Tape Act such as timeliness, outcome, knowledge/competence, courtesy and extra mile and fairness and ethical treatment.


The Report of findings was based on the result of an interview of thirty (30) clients/respondents who at that time availed the frontline service/s  of the agency. The said respondents were chosen at random using the survey questionnaire specifically designed for the survey at different times of the day for three (3) days. Another tool that was used in the survey was the inspection checklist which was accomplished by the assigned enumerator after the latter's physical inspection of the agency's premises. The interview has a weighted score of 80% while the checklist accounts for the 20% of the rating.


The ARTA Report Card shows that the agency scored 72.26 which is equivalent to an Acceptable rating.The agency passed mostly in all areas and received the highest which is 14.42 points out of 16.0 as the maximum in the Frontline Service Provider area.


The Local Government Unit of Polanco is among the agencies subject of the Anti-Red Tape Report Card survey Phase II implementation.It was learned further that among the government agencies in the Province of Zamboanga del Norte subjected to the said survey, only two (2) agencies including Polanco LGU got the passing scores.

      Twenty-year old Trizia Glae Robles Tubungbanua representing barangay Poblacion South, this municipality, outshone twenty nine other candidates when she bagged the coveted title of Mutya sa Polanco 2011 during the Pageant and Coronation Night held on December 7 at the El Toro Festival site outdoor stage.

     Ms. Tubungbanua, a 4th year Nursing student was also adjudged Best Speaker where the judging of the said minor award was based on the preliminary interview held on December 2 conducted before the panel of interviewers headed by MTC Judge Deborah Garcia Nazario.

     Completing the top three major winners of this year's prestigious beauty tilt included Ms. Crystal Maureen Gaquit representing barangay Milad, First Runner-Up and Ms. Kendy Mae M. Kennedy representing barangay Obay, as the Second Runner-Up who was also awarded as Ms. Touch Mobile, Ms. CF Wellness, Best in Swimsuit, Best in Gown and Best in Festival Wear.

     This year's distinguished panel of judges were Mr. Philamer Baes, Ms. Sheena Mae Quiñanola, Mr. Rotone, Dr. Ronie Gurdiel, Mr. Riel Abejero, Atty. Faith C. Penados and Atty. Rowena C. Magallanes as the Chair of the panel.

     Throughout the event, the contestants competed in four categories: El Toro wear, swimwear, evening gown and interview. Mutya sa Polanco 2010 Ms. Valerie Gabucan crowned the successor assisted by Polanco Mayor Anacleto H. Olvis, Jr.

     Mutya sa Polanco pageant is held as one of the highlights of the El Toro Festival in celebration of the 60th Founding Anniversary of the municipality of Polanco on December 8.

Polanco's El Toro Festival opens despite light rain

The week-long celebration commemorating  the 60th Founding Anniversary of the municipality of Polanco was formally opened on December 1 despite light rain.

The opening program was kick-off with a grand and colorful costume parade participated by the different contingents such as the LGU officials and employees, national agencies employees, teaching staff from the DepEd Polanco I & II, Polanco National High School and her annexes, barangay officials including sectoral groups, non-government organizations and other   peoples organizations.

Showcased as added attraction during the parade were the thirty El Toro Floats.

After the parade, Opening program followed at the festival site where Dr. Santiago R. Obien, National Rice Program Consultant of the Department of Agriculture served as the Keynote Speaker.

Other activities during the opening day of the El Festival were the Drum Corps Competition, Presentation of the 30 candidates of the Mutya sa Polanco 2011, Switch on of the Light A  Tree, grand fireworks and Live Band.

Polanco's El Toro Festival, to kick-off December 1

A grand and colorful costume parade will kick-off the El Toro Festival on December 1 marking for the formal opening of  Polanco's 60th Founding Anniversary's week-long celebration.

The costume parade will be participated by the local government unit, other national government agencies stationed in the municipality, DepEd, barangay officials including non-government and people's organizations. To add more attraction and festivity of the occasion,  also at stake are the El Toro Float Contest and the Drum Corps   competition.

After the parade, opening program and the Ribbon-cutting of the Agri-Tourism Booth will follow at the festival site.

Other activities to highlight the opening of the El Toro festival will include Booth Contest, Pinaka contest and LGU Sports fest. In the evening, more merry-making and spectacular events are slated to be witnessed by the Polanqueños and visitors such as the Switch On of the Light a tree program, Fireworks Display and Live Band. Also, as an added attraction for the evening will be the presentation of the 30 candidates for the Mutya sa Polanco 2011.

Why El Toro?...

The place named Polanco  prior to its creation as a distinct municipality was in the beginning, only a small settlement inhabited by the native tribe known as the SUBANEN.

In the passing of time, people from other neighboring provinces like Negros, Bohol, Cebu, Siquijor and other nearby places, have fallen captive to the beauty of the place and resettled in and ventured for a greener pasture.  The early inhabitants were responsible for the beauty of the place as they laboriously cultivated the land, thus giving them abundant harvest.

Since then, a substantial time of each and every Polanqueño revolves around farming as it become their way of life. Blessed with agricultural land and  favorable climate suited for farming, local folks continuously enjoy heaven's gift of agricultural resources and the overflowing abundant harvest of agricultural products like palay, corn and copra.

Amidst the abundance and agricultural success, Polanqueños come together in a fitting and festive occasion to offer thanksgiving or PASALAMAT.

Through the passing of time, this activity of thanksgiving was translated into a majestic, glaring and rightful colorful festival where it recognizes the contribution of the ever loyal and ever-reliable TORO or CARABAO behind all the agricultural bounty, thus, the festivity of EL TORO lives on.

Polanco's El Toro Festival reflects the cultural, social, and spiritual interactions as it showcase the life of a Polanqueño that transformed the municipality from a humble beginning into a simple yet bountiful place.
